Atlas has worked closely with the Edison Electric Institute for several years to ensure that investor-owned utilities have regular updates on developments in the electric vehicle market. We equip these key utility stakeholders with a breadth of critical data, including access to the Atlas EV Hub for all their members. Atlas helps EEI stay ahead of the rapidly evolving electric vehicle market in order to shape the strategies of the utility industry and advance electric transportation nationwide.
Atlas assists Electrify America with meeting its reporting obligations to the California Air Resources Board and U.S. Environmental Protection Agency on its operations and nationwide network of over 4,800 chargers. To do so, Atlas developed a secure methodology to analyze and validate utilization data from Electrify America’s chargers, which produces a comprehensive summary of charging usage data and other reporting requirements. In addition to data management and validation, Atlas coordinates efforts across Electrify America to report its investments in community-based organizations, ZEV-related education, and brand-neutral marketing campaigns to raise awareness about transportation electrification. Atlas also supported Electrify America’s efforts to solicit and review feedback from the public and key stakeholders on its investment plans, processing thousands of comments across multiple investment cycle periods.
Atlas worked with Hawaiian Electric to develop their updated Electrification of Transportation Roadmap, which will guide the utility’s transportation actions through 2030. Atlas led discussions across HECO to develop strategic vision and guiding criteria, executed significant on-island and virtual stakeholder engagement, developed a final set of detailed proposed utility actions, and drafted the results into a compelling narrative. The resulting roadmap includes approximately 40 actions aimed at planning for transportation electrification on the grid, encouraging managed charging, enabling charging infrastructure for personal, medium-duty and heavy-duty vehicles, facilitating equitable outcomes and community resilience, and supporting workforce development. HECO filed the Roadmap with the HPUC in May 2024.
Atlas is a partner of the Conveners Network, supporting their goal to help states nationwide collaborate to overcome challenges and drive innovation and action towards an advanced energy economy. We provided technical assistance and subject matter expertise to the States Deployment Initiative to help states develop policy action plans under the Climate Pollution Reduction Grant program. Atlas offered one-on-one support, gave presentations about buildings technologies and transportation funding opportunities, and developed tools and resources to help states match federal funding to their policy measures and understand the state of the clean economy in their state. We also participated in regular in-person plenary meetings with states and partners and continue to maintain a one stop shop website for resources to support states. Atlas continues to work with the Conveners Network in developing and leading sector-specific multi-state collaboratives.
Atlas advises TDEC on statewide policy and planning initiatives to promote vehicle electrification and sustainable transportation. For example, Atlas examined best practices for developing EV charging at multi-unit dwellings, with an overview of relevant policies, programs, financial incentives, and other considerations. This effort was part of TDEC’s preliminary planning for funding a charging program. Atlas has also participated in Tennessee’s electric vehicle roadmap, advised on educational materials for statewide expansion of public charging stations, collected data on EVs registered in Tennessee, and provided reviews for program proposals and applicant submissions for TDEC’s EV charging programs.
Atlas works closely in support of U.S. Department of Energy transportation programs through direct collaboration with national laboratories and the DOE’s Clean Cities and Technology Integration programs. Through a partnership with Argonne National Laboratory, Atlas provides research and data support to Clean Cities Coalitions and issues periodic reports on EV-related policies, utility investment in EVs, and EV sales. In 2025, Atlas is developing a workshop with Argonne on utility engagement and electrification of intermodal facilities and large freight facilities; hosting webinars to educate the EV policy community about Argonne’s tools and resources; and providing Argonne with data on job quality to improve its models.
