In an effort to evaluate the implementation and impact of per-kWh EV charging tax policies, The Eastern Transportation Coalition and Atlas Public Policy have collaborated on a comprehensive report titled “Charging the Charge: Considerations for Per-kWh EV Charging Tax Policy.” Atlas Public Policy staff conducted interviews with representatives from six state Departments of Transportation and Departments of Revenue currently enacting per-kWh charging taxes, providing in-depth insights into each state’s intent, design, and execution of these policies.
The key findings and considerations, summarized within this report, focus on lessons learned from these states and offer guidance for policymakers. The report aims to support states in weighing the benefits and drawbacks of per-kWh EV charging tax policies, promoting effective, equitable, and sustainable road funding strategies in the evolving transportation landscape
