Experiences across the United States point to a set of best practices for state DOT EV charging deployment. The report covers best practices in program design, stakeholder engagement, contracting, permitting, construction, operations, maintenance, and long-term planning.

Looking ahead, state DOT actions will vary under different policy and political scenarios. In states where EV charging is not a top priority, DOTs can still play a constructive role through actions such as deploying EV charging signage and maximizing use of remaining federal EV charging deployment funds. Where EV charging is a state priority but led by another agency, interagency collaboration and support for corridor charging are critical. And where state DOTs are expected to play a major role, opportunities include corridor gap‑filling, support for medium‑ and heavy‑duty charging, and workforce development.

While the trajectory of federal policy and funding remains uncertain, the need for a reliable and well‑planned public charging network is clear.
