Sophie Tolomiczenko is a Policy Analyst at Atlas Public Policy, where she supports core products including EV Hub and EValuate, as well as research and strategic advising on transportation electrification and decarbonization. She specializes in translating complex policy, regulatory, and technical information into clear, actionable insights that help stakeholders accelerate clean mobility transitions and reduce greenhouse gas emissions.
Prior to joining Atlas, Sophie was a Program Manager at Highland Electric Fleets, where she worked at the intersection of policy and implementation to advance fleet electrification. She managed compliance for incentive programs, tracked EPA-funded projects, and delivered emissions and total cost of ownership analyses to support decision-making. She previously served at Amtrak, where she led compliance efforts for a multi-billion-dollar federally funded capital program, coordinating across agencies and building reporting frameworks to ensure regulatory alignment and transparency.
Earlier in her career, Sophie was a Senior Consultant at Environmental Resources Management (ERM), where she developed greenhouse gas lifecycle emissions models, contributed to zero-emission vehicle (ZEV) benefit-cost analyses, and supported climate and regulatory strategy for a range of clients. She holds a Master of Public Administration in Environmental Science and Policy from Columbia University and a Bachelor of Science in Urban Studies and Environmental Planning from the University of Southern California.
